As Medicaid Continuous Coverage Requirement Ends, Randomized Controlled Trials Can Minimize Churn

Abstract

As states plan to resume normal eligibility and enrollment activity in their Medicaid programs upon the expiration of the public health emergency, they should consider partnering with researchers to implement adaptive randomized controlled trials that test various approaches to enrollee communications and scale those that are most effective. The unprecedented level of communication that will take place between state Medicaid agencies and enrollees around eligibility renewal and redetermination presents a unique opportunity to learn how best to communicate with enrollees to help them overcome the administrative burdens that restrict access to social safety-net services, including but not limited to Medicaid.
